In compliance with the ACGME Institutional and Common Program Requirements, this policy establishes the authority and responsibility of the designated institutional official (DIO), in collaboration with the Graduate Medical Education Committee (GMEC), for the oversight and administration of each of the UACOM-T’s ACGME-accredited programs, as well as for ensuring compliance with the ACGME Institutional, Common, specialty-/subspecialty-specific Program and Recognition Requirements.
The ACGME requires the appointment of new program directors (PD)s in ACGME- accredited programs, proposed ACGME-accredited programs, and Non-Standard Training (NST) programs be submitted to the GMEC for review and approval prior to submission to the ACGME. The GMEC is responsible for evaluating that PDs are qualified and will be provided sufficient time, resources, and support to serve effectively in the position.
All Training Programs sponsored by UA COM-T shall comply with the Clinical and Educational work hours requirements established by the ACGME.
There may be modifications to the requirements if approved by the ACGME specialty review committee. A Training Program’s Clinical and Educational Work Hours Policy supersedes the GMEC Clinical and Educational Work Hours Policy.
In compliance with the ACGME Institutional and Common Program Requirements, the UACOM-T GMEC must review and approve program requests for permanent changes in resident/fellow complement.
While participating in the Training Program, Trainees are employed by Banner--University Medical Group (B-UMG) and are afforded the opportunity to practice medicine under specified conditions for a designated period of time. During this time period, Trainees are afforded procedural rights that are outlined in the due process guidelines.
The due process guidelines include information on disciplinary action, impairment, drug and alcohol testing, administrative leaves, and suspension and revocation of medical licenses.
In order to comply with ACGME Common Program Requirements, the University of Arizona College of Medicine - Tucson (UACOM-T) Graduate Medical Education Committee (GMEC) sets forth this policy to outline the procedure for completing the required Final Evaluation of residents/fellows in ACGME-accredited and NST programs. The term “Trainee” includes residents, fellows, and non-standard training (NST) trainees.
In order to comply with ACGME Institutional Requirements, the UACOM-T GMEC must demonstrate effective oversight of underperforming program(s) through a Special Review process. The GMEC Special Review Subcommittee is charged with the responsibility of conducting focused special reviews of all underperforming residency and fellowship programs sponsored by the UACOM-T.
Trainees are encouraged to address any problems they encounter while participating in a Training Program. Trainees should attempt to address problems informally through professional interactions. If the concern cannot be addressed through direct communication with program leaders, Trainees may file a formal written grievance as per the GMEC policy. The grievance process is available to current Trainees and cannot be used for any issue that has a specific process for response or redress (e.g. Conduct and Performance Concerns, Banner Human Resources process, or central University processes).
The UA COM-T and B—UMG are committed to preventing any retribution against individuals who raise legitimate concerns about the terms and conditions of their participation in a UA COM-T Training Program or of their employment with B—UMG.
Institutional Policy on Sponsoring H-1B Visas for Trainees in Residency and Fellowship Programs
In compliance with the ACGME Institutional and Common Program Requirements, the Graduate Medical Education Committee (GMEC) sets forth this policy to ensure access to confidential mental health services for trainees in ACGME-accredited and Non-Standard Training (NST) Programs.
This manual sets forth the duties, responsibilities, rights, and privileges for Trainees. It is divided into three sections: the first section provides policies that are unique to Trainees; the second section addresses conduct and performance concerns, including the due process guidelines for non-disciplinary and disciplinary action; and the third section includes links to the Banner Health policies that are applicable to all Trainees.
The purpose of this form is to document trainee leaves of absence and inform the University of Arizona College of Medicine – Tucson (UACOM-T) Graduate Medical Education (GME) office of trainee leaves of absence.
In-training examination (ITE) scores are often used as a metric to determine the readiness of trainees to successfully pass board certification examinations. To help ensure trainees successfully pass board certification exams, this policy establishes a process for program directors to identify and remediate trainees with subthreshold ITE scores to ensure success on board certification examinations.
Trainees are provided four one-week periods of vacation leave each academic year, to be used at a mutually agreed upon time by the Trainee and Program Director.
Trainees may be expected to work holidays and are expected to work with their Training Programs to establish which holidays they may be expected to work at each participating site.
In compliance with the ACGME Institutional Requirements, the Graduate Medical Education Committee (GMEC) sets forth this policy to review and approve requests for new ACGME-accredited residency or fellowship training programs. The term “Training Program” refers to all proposed ACGME-accredited residency and fellowship programs.
This policy does not apply to a non-ACGME-accredited program, or a Non-Standard Training (NST) Program (please refer to the NST Program Policy for guidance regarding these programs.) All non-NST, non-ACGME-accredited programs are administered in the appropriate clinical department and are not subject to GMEC oversight.
The ACGME grants a status of “Recognition” to ACGME-accredited Sponsoring Institutions that offer NST Programs and are in substantial compliance with the ACGME Recognition Requirements for Sponsoring Institutions with NST Program for J-1 Visa Sponsorship.
The recognized Sponsoring Institution bears the responsibility for each NST program and NST trainee under its auspices, to assess the impact of NST programs on related ACGME-accredited program(s), and for compliance with regulatory requirements for J-1 participants.
The University of Arizona College of Medicine - Tucson (UACOM-T) Graduate Medical Education Committee (GMEC) sets forth this policy to address potential conflicts of interest arising from interpersonal relationships between trainees and supervisors in the clinical learning environment. This policy directs trainees and/or supervising faculty to disclose relationships that have created, or may create, a conflict of interest, and instructs the training program to manage and reconcile any such conflicts.

The Office of Graduate Medical Education (GME) at the University of Arizona College of Medicine - Tucson (UACOM-T) sets forth this policy to establish guidelines for the retention, maintenance, and destruction of records for Trainees in compliance with State of Arizona and Accreditation Council for Graduate Medical Education (ACGME) recommendations. The term “Trainee” includes all residents and fellows enrolled in ACGME-accredited and non-standard training (NST) programs.
The ACGME does not have defined standards for document retention but does provide guidance and recommends that document retention practice follow institutional document retention standards (ACGME Expectations for Content of Resident and Fellow Files, September 2018).

In compliance with the ACGME Institutional Requirements, the Graduate Medical Education Committee (GMEC) must establish a written policy that addresses a reduction in size or closure of an ACGME accredited program, or closure of the sponsoring institution. This process should be established to minimize the negative impact on trainees and to ensure the communication of these decisions as soon as possible.
